Like Greg said, the governor has nothhing to do with slowing down your tractor going down hill. With good compression, the backpressure of the engine (forced required to compress the air to get it ready for spark/ignition) will act as a brake whan you stop supplying it with fuel (throttle off). This backpressure is of limited supply, and not a substitute for good brakes. Of course a worn out engine with little compression will have less "slowing power" than a nice tight engine. The problem with a lot of N's is that they are so handy they have been used hard for 50 plus years, and are all worn out. Combine this with a tendency for the rear shaft seals leaking, and you got expensive problems. I'd look over on the "N" board, and you'll get an idea of how to fix your tractor. fix the brakes first, make sure you have an overrunning clutch, and then consider whether an engine overhaul is neccesary.
