I may be missing something here, but I really don`t believe your governor was ever intended to do what you are saying!!!!!!! If the high idle on the governor is set to spec and you are going downill and overspeeding the engine, you had better get ready to have bent pushrods, blown rods, pistons and whatever else may come flying out of there!!!!!!!! A governor on any engine was never was intended to be an engine brake. How many R.P.M.`s are you turning when going down this hill? I personally would suggest you fix your brakes for the safety of your self as well as your engine.
