Mike,
Make sure the the battery cables are heavy gauge copper like #1 and that the connections are are filed and scraped down. Also clean where battery ground wire (+) is bolted to frame. Use small grinder to grind off rust and get to BARE metal. On mine the starter will turn engine very slow but most of the time all it needs is one cylinder to fire and it will start.
Also clean starter where mounting bolts are.
