On many of those type lifts the adjusters are hard to reach. Tilt the mast all the way forward and you should be able to see them on the top of the brake flange. Some later models actually used disk brakes. The adjustment for the park brake is underneath the rubber grip. Remove the rubber grip and righty tighty wth a flat head screwdriver.
