Heck, they pay "prevailing wage" on all guvment jobs, which is $36 per hour for landscapers. No one in recorded history has ever made 36 bucks an hour on a landscape job, except working for the guvment- and that's why its the "prevailing wage!" Who says a cat can't successfully chase its tail. . .
