Don't know what kind of controller you have but I have had two trucks with electric brake controllers and I have had to turn both of them to about 90 and they just worked fine.I never heard of setting a controller on 10 and having any brakes at all.My brakes are on Dexter Axles on a 11000 LB.fifth wheel Rv trailer.
