Based on your picture from above concerning the trailer brakes, that trailer hitch weight is as far forward as I would think you could ever get it. The mower is going to be hanging much farther back. The load on the rear tires of the tractor is proportional to the distance behind the center of the rear axle. If the hitch is one foot behind the axle centerline and the balance point of the mower is six feet behind the axle centerline, then the mower will put six times as much load on the rear tires of the tractor. The additional load on the rear comes from the front of the tractor being an equal amount lighter.
