Have you tried switching hydraulic circuits and trying them? Possible the valve or relief valve for the circuit you're lifting the haybine with isn't right.
IF you're new to the Case's you may want to double check your connections too. If it has the original Case couplers on the tractor and new style on the haybine you may not be getting fluid to the haybine since they are not compatable. Also the Case connections are left and right not upper/lower (connect one to the couple on the right side of the hyd pump and one to the left coupler)
Haven't had one apart so try the Case discussion board for details on fixing them.
