use a 50/50 mix of muratic acid & water, toss in some nuts & bolts and shake it up. Repeat until clean, then clean out the acid and stabilize the metal with a water rinse followed by a bit of acetone (dry gas) in there to absorb the remaining water. Slosh that around and dump out and let tank dry out in the sun while you go down to the motorbike shop and get a bottle of CREEM tank sealer. Put that in, spread it around to line & seal the tank and prevent any future rust and you should be good for the next 60 years. I've resurrected probably 2 dozen tanks this way and have never had one fail.
