well if it is not in a sleeve like a piece of PVC pipe or such you will have to dig it up. If you dig it up sometimes if your in heavy soil like clay they need some gravel in the ditch or a hose run down the ditch to get the drain back water away from the area. If the hydrant has a 4" piece of PVC pipe down the hole, then the hydrant inside of it, you can actually unscrew it from the line after shutting off the water to replace it without digging it up. You need to use 10feet or so of steel line at the end of the waterline a street ell or an elbow to do it that way though.
