Kubota Questions

I am looking at and considering purchasing a 1995 model Kubota L3300GST. The tractor has 928 hours and seems to be in good shape. However, when the engine is not running and you are sitting on the tractor, if you turn the steering wheel it will feel like it slips. The steering wheel has some resistance but if you apply pressure it will slip all the way around for 360 degrees. Is this normal? When the engine is running it seems to work OK. This seemed odd to me, like there may be a problem with the steering. Also, does anyone have any knowledge about this model Kubota. All comments appreciated. Rick(Ga)
