Check the top of your valve cover to make sure that some time or other it was tightened to tight and indented around the holes. Check to make sure that a thick washer was used under the rocker arm hold down nuts to cause the valve cover to set on the nuts tight rather than be tight on the gasket.(the bolt hole being indented will also cause this) If all of this is not causing the problem check the oil line and fittings that go to the head. If a hardware Tee has been used instead of the original tee it would not have the restrictive orifice that limits the amount of oil going to the rocker arms. If that would be the case you could have more oil on the top of the head than can get away on the manifold side and ends.
The most common cause that I have seen is the thick washer under the rocker hold down nuts. I have taken them apart that had a flat washer then a lock washer under the nuts. That just don't work.
