I use a wheat cover crop after tobacco because there is no residue left on the ground when the crop is gone. It keeps the ground from washing in the winter. (Tobacco likes hill sides better than creek bottoms)
Works good for me, if the tobacco ground is going back to row crops, I will graze the wheat off to the ground a few times and work it up. If it's going into pasture I will graze it off to the ground, work it up, put it in a warm season annual like pearl millet for a summer then sow grass (and a little wheat) in the fall.
