I have built pole barns for quite a while for a large firm in the Midwest. The bagged concrete is not for the "cookie" that is to be in the bottom. The "cookie� is a pre-stress concrete item. It does a couple of things... It displaces the vertical force over a greater area and also allows the pole to be moved easier when aligning it to the string. The bagged crete is to be placed around the bottom pole to which it will attach. Placing 60d pole nails on each side of pole before hand helps with the adhesion. The theory is that if the bottom of the pull is mushroomed shaped, it will be hard for it heave.
