There are also a number of big ticket items at low prices that are actually scams that get reported to ebay and delisted. I reported some in the past. Particularly where they take a picture from someone else of a tractor or boat, put a cheap price on it, and then say it is located somewhere in the US for shipping but they happen to be traveling in Russia or Nigeria and need the money sent there or they are selling it for an american friend or their job took them overseas and they left it stored at a warehouse. All kinds of scams and dummies bid on that stuff.

I've taken chances with power sellers from China and have received my goods. Just bought a webcam from China and they even have an english speaking tech person who emailed me daily for a week while we were trying to get my camera and router configured.
Just bought 2 new modem/routers for AT&T from guys in the US. Dumb me misread the model number and bought one of them that won't work. Guess I'll relist it.
