screw between butterfly and intake manifold?

I have a 1977 allis chalmers 720 "garden tractor" it has a 20hp gas Onan engine and I am currently running a 60" belly mower. The engine is 2 cylinder horizontally opposed. The carburator has the fuel needle going up thru the fuel bowl. There is also a needle after the butterfly, just before the intake manifold. I had the carburator off and this needle simply goes thru the wall of the body, looks like a way to introduce a manifold leak to the system? Why would I want to do that? Should I try closing the mystery screw and then adjust the fuel needle? Or is there some amount that I should have this open? Any advise on setting up this carburator would be greatly appreciated.
