There used to be a lot of small agricultural crawlers, an MC for example, which were used in these extremely hilly regions and in orchards for the reason they are a lot harder to tip than a wheel tractor, although not impossible to tip over. Look for a 40C with 3 point, or a 420C. With the 3 point you can use any common 3 point brush cutter, wont get stuck, and will be able to tackle steeper ground. A ROPS is still good advice.
