Check for codes in the Cummins controller. Check fuel delivery pressure and volume. Has this truck had the updated delivery pump? Dodge has a pump that goes in the tank instead of on the side of the block. The pump on the block has been nothing but trouble. Once in a while I see a blocked fuel return line which can cause a surge. Hope this helps,
