If you bought 13-38 tires they are very old, over 30+ years and new size would be 14.9 - 38 and would realy make that tractor fly down the road and first gear with them on would be equal to second gear with the proper size on them. On a 47 up B a 12.4 equal to 11 would be max for use and that is 1 size over, now on a up to early 47 even the 11-12.4 is oversizing them way too much. The tires you say you bought would be over size even for a G. At any price and condition if you bought them for a B you got took, now for a G you may have made it OK but do not put that over a size on a B as it could very well cause handling problems like the brakes not being able to stop you.
