C-70 and the others in the family (C50,C60,C80,C90,C100) are the last generation of the original Doncaster IH utility tractors. The CX were deluxe platform or cab, C straddle platform. The C/CX came out in 1997 or so, when the whole CIH/NH merger happened, Case-IH was required to sell the Doncaster factory and the rights to the C and CX series.
The C series had perkins power instead of the german IH engines they always did due to emmissions regs.
The C-70 was 58 PTO HP, so it was sort of a fit between the 52 PTO HP 3230/595/585/584/574 tractor and 62 PTO HP 4210/695/685/684/674
