Chuck, I'm not the one who ordered them to be printed or mailed, nor am I the one who mailed them. So I have no answer for you. I'm just one of the guys who was hired to process the forms. I'M NOT TO BLAME for the objects of your irritation being mailed. Again, it costs the Bureau 42 cents for each form returned in the mail...and I'd wager about the same for letters, possibly a little less for a postcard...as opposed to FIFTY-SEVEN DOLLARS to send out an enumerator. My GUESS--and it is only a GUESS--is that someone figured the government could afford a few million versions of 42 CENTS a lot more than they could afford the same number of versions of FIFTY-SEVEN DOLLARS.
But that's just a guess. As I stated above, if you sent your form in, and it got processed thru the sorting machine and the bar code was readable, you'll not get another reminder, as your address is then taken off the database of those needing reminders.
At ANY rate, lest you forget, I DON'T--AND DIDN'T--SEND OUT ANY of the letters/notices that apparently have enraged you. So I DIDN'T waste that part of your tax dollars, and I have NO CONTROL over the person or persons who did. I just operate a sorter and sort the forms.
