According to my books, the companies Deering and McCormick converted horse drawn sickle bar mowers into self propelled units that had PTOs. This was around the turn the late 1800s and before Deering and McCormick merged. IH applied for a patent on a "live PTO" in 1904. However, like what some of the other people have said, they didn't appear on tractors untill around 1920 or so.
