Most tap water has some dissolved minerals. Look inside your tea kettle or coffee maker. Want this in your radiator? Distilled water, or water purified by reverse osmosis, removes these minerals. Heating tap water, like using it in a radiator will cause the minerals to precipitate out. Fresh antifreeze should also be used. antifreeze containes additives which inhibit rust and corrosion in the cooling system.
