From what I understand... The 'land' in question was 'reclaimed' wetland. It was not high desert. The shutting off of the water almost 100 years ago is the only reason their is dry land there in the first place. The natural flow downhill was then controled by the building of irrigation ditches and control dams. The impact of the loss of water to this huge ecosystem goes far beyond the fish in the lake upstream...
