Every year some of my hay customers/clients ask a similar question. Usually their question is coached in 'can you help me get my pasture back in shape?' My first question to them is 'can you let me have that field at least 120 days with no horses on it?' If they cant then its really a waste of time and money. Horses and sheep are two of the hardest animals on fields. Horses will overgraze one spot and their solid hoof causes a lot of compaction.
Assuming you can isolate the field I'd check both fertility and compaction, ag agent can help with both. Until you correct those two things seed and disc is a waste of time and money.
