You know you have a air-fuel mix problem since it runs good if you choke it (although most likely not at full power). The problem almost has to be lack of gas. Too much air could be it, but that means an air leak, which usually isn't sudden, like you said it started. When you cleaned needles and jets, did you clean the float chamber valve too? A clog there would do what you see. You can check that by letting the tractor sit a few minutes and see if it acts normal on startup (after the chamber fills) and then starves. If it starves right away, it is not the float. My money is on the idea that you missed something when you cleaned the needles and jets.
