rotted wheel rim repair

Does anyone know if there are rim repair kits available similar to the JD hood repair kits? I have several wheels rotted at the tube stem and would like to repair them rather than replace them. Or, I can weld in a section from an old rim to replace the rotted section but I don't know how to make the flat place for the tube stem hole.
