This sounds like an idea from somebody sitting behind an office desk who has never done any farming. So....are they going to use tractors to farm this inner city land or manual labor running a garden hoe? Nobody in the inner city will run a hoe and they won't be driving tractors to these inner city "fields". Follow the money trail on this one.
