Mail delivery used to be pretty inconsistent, but for the past twenty years I've found I can depend on mail getting across the country in two or three days. But there are occasional problems: A few months back, it took over three weeks for us to receive a rent check from our tenant, who is only one county away.
As for how junk mail gets treated, just remember that bulk mail accounts for a large percentage of the USPS income.
