most are gravity fed and there is no fuel pump. If it ran off of starter fluid, the the carbuetor is probably gummed up. It will need to be cleaned and reinstalled.
some engines do have a small fuel pump in the fuel line between the tank and the carb. It will be a square black plastic thing in the line with an extra line going to the vacum off the crank case. It uses vacum pulses to pump fuel.
hd engines can also have a mechanical or electric fuel pump in the gas line between the tank and carb.
light duty engines are simply gravity fed from the gas tank which must be above the carb.
