In some areas no taxes are collected for fire protection. In many of those areas fire protection is provided by fire prtection associations. That is a group of people who pay membership dues to the association in order to provide equipment and training for fire fighters. In many cases fire fighters are volunteers who recieve no pay for their time to train and fight fires. Any one who lives in an area like this who does not pay dues can be charged up to 500 dollars an hour for services provide by such a group. I do not know what an insurance company will pay or not pay on a fire call. I know in our area if we respond to a vehicle fire and they are not a member(travling through, trucking companies and such) we submitt a bill and insurance companies have paid that. 65 dollars a year is about everage for most of the fire districs that I know of. Tell you brother to get to his county court house and see what didtrict he belongs to. Fire protection districts are registered with the county. Membership is opitional if he does not whish to join. But state law allows districts to charge and to sue if need to collect from non members.
