Most farm centers sell stabilizer bars which attach the to implement (or drawbar) and to brackets which attach to your axle using the same bolts as the fenders. These stabilizer bars allow the 3 pt. hitch to raise and lower, but restrict the side-to-side motion you've described. If you intend to use the tractor for implements such as a mower or back blade, you will want to purchase these bars and their mounting brackets. Just make sure you purchase the correct stabilizer bars for your tractor since they come in different sizes.
