is the governor working now while engine is running??? you may be able to set speed with a volt meter in one of the 110 outlets and a 250 watt or larger flood lite in other...it wont be exact but mite get you by if youre not looking to power anything delicate like tv's or computers...if you try it, slight bends in linkage rod with needle nose pliers can be done with engine running...move the linkage arm first and try different setting till you get close to 110-115 volts...kill the engine when adjusting the arm.
