you say you replaced the governor??? the vane inside engine,the linkage arm,or the spring or all of the above??? unless you have a friction drive tach,its pretty hard to set governed speed which is 3600RPM the only adjustments are the pinch bolt on the linkage arm and the spring...the linkage rod can go into multiple holes on both ends...also if the rod is bent slightly or spring got stretched during repair,the adjusting can be a RPIA...my best advice is take it to a competent shop that has the proper tools...generator needs a pretty exact speed to work properly.
