Is it getting warm water to the regulator? I know if I let my JD 50LP idle when I first start it, after a few minutes it will act like this. I can make it speed up a little by moving the butterfly by hand but not much. Maybe it's freezing up on you, you should be able to feel that the regulator is warm. Before I get hot water to mine, it will freeze up in about 5 mins if I just let it idle.
