1. Look for fuses; they could be anywhere. If the tractor has headlamps and they don't work, good chance that there's a blown fuse.

2. From the starter, trace back the heavy cable. You should find the starter solenoid. You will see one or two small wires connected to it. Hook your voltmeter to the two wires or to the single wire and ground. You should get 12 volts when you hit the starter switch. If not, then it's either the starter switch or one of the half-dozen or so interlock switchs. Most tractors have switches on the clutch/brake and mower deck level control handle, and many have one under the seat.
