Dollars to donut holes, it's one of them #$(%^& OSHA safety interlocks. Either the seat, the transmission or the blade. If you're not sitting on the seat to close that interlock, or if the blade lever is in "run" postion, or if the transmission neutral switch is not closed, no start. Also any of these switches, or the wires to/from them are major suspects. If it's a hydro, some of them require the parking brake to be set or the foot brake to be depressed.
