CHECK THE BRAKE PROPORTION VALVE JUST ABOVE THE REAR AXLE. IT ADJ THE AMOUNT OF BRAKE USED IN THE REAR ACCORDING TO LOAD. MINE WAS LEAKING PAST THE SEAT BUT NOT VISUAL AND IT CAUSED A SOFT PEDAL. YOU DIDN'T SAY THE YEAR ,BUT ON ALL OF MY 97 AND EARLY TRUCKS HAD THEM .
