You do what you want but, as you are aware every community has its problems. That being said I live about an hour drive away from Hartville Missouri and I would really like to live there and I grew up here but was gone for 40 years. If I were doing it over again that is where I'd be. Its a beautiful area and the town itself can't be beat. It has just about everything you might expect/need in a small town plus lots of friendly folks. If I didn't have all this property here I'd be there in a heart beat and am still not sure I won't. Good luck in whatever you decide......
