We had a "grass-widder" move in across the road, and the first thing she did, when she arrived, was let her 2 pamperred Cocker Spaniels out of her car! Then those rats came over to my yard, and did the business on my lawn and driveway. Of course, i had to inform her that we have a dog law in our town, but she implied it didn't peretain to her. Well, after a bunch of polite warnings, and piles/shovels of dog poo dumped in her yard and porch, which got no results, except she dumped the poo in our front yard. I took drastic measures! I would stroll around my front yard, carrying my BB gun pistol, taking pot shots at everything except our cars. That got her attention. One day not long after that, i looked out a side window, and those 2 rats were into the garbage cans. So, i opened the window, and dumped a handful of BB's on their heads, and they ran home! The owner didn't see me, but she got the idea! Not long after--she moved away, never to be heard from again! Good riddance!
