How does the center of gravity be affected with fluid vs external dry weights?
The difference in the c.o.g. even on a tire standing alone will only be a couple of inches.
A pair of tires weighted with anything, mounted on a tractor would move the c.o.g. around the pitch axis rearwards. Making it more likely to lift the front wheels.
Only significant effect in the roll axis would be the slosh of fluid tires would be enough to tip a tractor which would have stayed upright with external weights. Weight is just weight on the "y" centerline of the tire.
The yaw axis would be also moved rearwards as the rear is weighted.
