Normally electric brakes don't work as well in reverse. It's possible to have installed the brake shoes and magnets on the wrong side. The magnet should attach to the leading(front-longest)) shoe, most of the braking force comes from it. The rotation of the drum while going forward pulls the magnet in the direction of rotation. The braking force is caused by the variable current fed to the magnet by the controller. The adjustments on the controller are sensitive and must be adjusted in order,the instructions cover this. I bought a new controller and it took me 4-5 trips out on the road to get it right. I painted small red dots on the adjustment wheel to switch between an empty or loaded trailer.
