Yes, you squegee the air, wrinkles and water/soap out. To put it another way, the soapy water prevents the adhesive from sticking to the surface until you have it placed exactly where you want it. The hold the decal with the fingers of one hand while the other moves the squegee from the center out. This displaces the water and allows the adhesive to contact the surface you are attaching to. I would let it set for at least 24 hrs before testing it to see if you can move it.
