One of the reasons tires are not filled completely with water is water is imcompressible, if you hit a stump or rock there would be no air space for the water to compress to and the tire could rupture. Maybe not a big deal on a small tractor but on my 4960 JD you're looking at a $1000 bill. Another reason would be the expansion of water in a black container. Fill the tire when its 50-60 deg. and then let it set in the hot summer sun at 100 deg. bingo another $1000. At 2.50/bu wheat prices that little extra water weight can be pretty pricey.
