I'd bet on a ground problem (fence shorting somewhere)... Unhook it from the fence and try it. I just about went bald today with a charger/battery that I knew was good and the needle wasn't moving. Turned out a cracked insulator let it ground. Couldn't see it and searched the whole fence several times. Went back to the house and got my Gallagher Smart Fix (best thing since sliced bread) and found it right away.
