I don't know where you are from but in our state it is perfectly leagal to pull any thing with a chain except on interstates and some local town restrictions. If you are pulling a tagged vehicle you have to have a licenesed driver in both vehicles. Tractors don't require a license. If the chain is over 20 feet long it has to have a flag in the middle. Anybody that dosen't have common sense enough to pull a tractor four miles safely down the road, has no buisness with a tractor or walking either.
