I can see that happening. If they had to take the exhaust system off, they might have to cut it. When I replaced from the cat back on my '02, the buffoons at Canadian Tire wrecked both sensors and the spare tire winder, though mercifully the cat survived. The sensors run about $700 for the two, if it's a California model. Don't know about the cat. Other odds and ends could quickly add up.
A good service manager should have warned the owner about these costs beforehand. Perhaps he did.
