I"d try grinding it off first- if hard to get around the shaft, remove the cyl pins and four bolts and take the whole assembly off the tractor. There is s "gouging" tip available for an oxy torch- for a Smith, they are about $30, they are a cutting tip with about a 30 degree angle built in, so you can get the flame parallel to the surface. Handy tip, but grinding will leave a better finish. BTW, that bracket is normally mounted so it rotates on the shaft, not welded to it. Welding it would screw up the geometry big time when the attachment is raised.
