You may get by just fine or you may find you blow the rings out the bottom. I have seen it go both ways and my self I prefer to do both the top and bottom or leave both alone. That ridge sort of shows you how much wear you have on that engine and if it is enough to catch your finger nail on it is a good bit of wear. So if you do not do the lower part it may start to use some oil you never know for sure and it is a gamble not to do the lower end but then it also cost a good bit for a sleeve kit
