Ford 600

My 600 Ford tractor implement lever does not always engage the lift arms. It seems that another lever which is under the seat and running parallel to the body also engages the lift arms and if it is not exactly in line the other lever will not work.My leg or foot some times moves it and lately it seems to be moving on its own? What is going on? Ray
